Pyongyang sits far inland and far north. The city answers to a continental climate that swings harder than most travelers expect. Winters bite bone-deep, summers smother with humidity, and the monsoon dumps most of the year's rain in two short months. Spring and autumn are the payoff, offering weather that makes you glad you came. The East Asian monsoon defines the calendar. It arrives in late June and owns July and August. July alone delivers around 274mm of rain, more than January through May combined. August piles on another 211mm. This is not polite drizzle. This is sustained, heavy rainfall that reshapes your daily plans. Outside these two months, rainfall is modest and easy to manage. Winter runs from December through February. It is dry, sunny, and sharply cold. January averages a high of just 0°C (32°F) and lows around -9°C (16°F). Siberian wind makes it feel colder. The city's monumental architecture reads differently under grey winter skies. Bring proper gear or stay indoors.

April and May are the most comfortable months to visit Pyongyang. Highs climb to 17°C (63°F) in April and 23°C (73°F) in May. Trees are in early leaf. Rainfall is still light. Crowds, to the extent that applies here, peak around national holidays in April. Plan accordingly.
Adventure
September and October offer the clearest conditions. September highs of 25°C (77°F) drop to a crisp 18°C (64°F) by October. Humidity is lower than summer. Autumn foliage around the city's parks and outer districts is worth the timing on its own.
General
For flexible itineraries, late September through October is the sweet spot. The monsoon is past. The cold has not yet arrived. Blue skies are reliable. Temperatures work for long walks.
Budget
Budget travelers should look at March or November. March is still cold, highs around 9°C (48°F), but spring is visibly arriving. November mirrors this in reverse, cooling back toward winter from October's relative warmth.
